SAP/DOT Services
Individuals who have a commercial driver’s license are governed under the Department of Transportation (DOT) guidelines as safety-sensitive transportation employees (CFR Part 40.1.b). Under the guidelines, anyone who tests positive on a drug test is required to participate in a Substance Abuse Evaluation and follow the treatment recommendations prior to returning to a safety sensitive position. These evaluations are completed by a Substance Abuse Professional (SAP) (CFR 40.291). The SAP evaluator must do the following:
The SAP does not make a recommendation about whether or not the individual is ready to return to work. That determination is made by the employer. It is the role of the SAP to determine whether the individual is in compliance with the education and/or treatment recommendations.
The SAP is not an advocate for either the individual or the employer. The SAP’s role is to protect the public interest in safety related to transportation employers and transportation employees in safety sensitive positions.
If you are in need of a SAP evaluation, please contact: cenealkneel@dotevaluationsasap.com or call (805) 904-6007

ADOLESCENT & YOUTH CHALLENGE GROUPS
Through the use of simulators, we provide training and information about the use of drugs and alcohol during pregnancy. THE TRUTH!
Electronic demonstrators dramatically show the devastating effects of substance use by a pregnant woman. A lifelike, anatomically correct female, it bears a painful facial expression, tiny limbs and is small for its gestational age. The heartbreaking cries of a real drug-affected infant and withdrawal tremors hit home with teenagers and adults alike, making it appropriate for classroom or clinic use – anywhere a message about drug use prevention and healthy pregnancies is valued. The demonstrator package includes information and activities about drug use during pregnancy and is operated with a single on-off switch.
We would also provide training about the effects of alcohol by the use of FAS/FAE (Fetal Alcohol Syndrome) Demonstrator
This manikin is based on actual Fetal Alcohol Syndrome infants. It represents only some of alcohol’s many devastating effects on a developing fetus, including small head circumference, narrow eye openings, flat midface, flat nose bridge and ear abnormalities. The anatomically correct female manikin is small for gestational age. The accompanying handbook outlines the multitude of injuries from alcohol you can’t see, such as brain damage, learning difficulties, behavioral problems and mental disabilities.
Through the use of infant simulators, we want to provide trainings and presentations to parenting adolescents, as well as to adolescents who are at risk of becoming pregnant through risky behaviors associated with drug and alcohol use.
Shaken Baby Syndrome is a serious and clearly definable form of child abuse ofetn associated with drug and alcohol use as well as with immature parents.
Shaking the life-sized infant simulator is disturbing. Watching the damage progress across the brain through illuminated LEDs is powerful. Hearing the piercing cry abruptly stop is devastating. There’s no denying the instant and permanent effects of shaking a helpless baby when this new, electronic simulator is in your hands.
